The Dirt, Gravel and Low Volume Roads Maintenance program provides funding to local public road owning entities to address stream pollution caused by runoff and sediment from these public roads. The program was enacted into law in April 1997 as Section 9106 of the Pennsylvania Vehicle Code. The Armstrong Conservation District receives approximately $ 1 Million dollars each year to provide funding to local governments to perform environmentally sensitive road maintenance. The program dollars are spread further because the municipalities provide their equipment and labor toward the work on the projects. All Armstrong County municipalities can become eligible for this funding by having a member of the municipality attend a free two day Environmentally Sensitive Maintenance (ESM) Training.
